RESOLUTION ON EAST TIMOR
WHEREAS in the dark
history of East Timorese people in 1974-1999, according to the formal
document produced by the Truth, Reparation and Reconciliation Commission
of the Government of Timor-Leste, there are 18,600 death tolls and
forced disappearance during the war in 1974-1999.
WHEREAS the ICRC report stated that there are 2,500 victims of enforced
disappearance. The disappearances of the high number of civilians who
forcibly disappeared happened in between 1975-1983 during the civil war
and the Indonesian military massive operations in 1999.
WHEREAS the Child Operation Auxiliary Support (Tenaga Bantuan
Operasi, Indonesian abbreviation) was recruited by the Indonesian
military to support their military operation against the pro-independent
movement. These children were between 8-14 year old, forcibly recruited
from society by some team of Indonesian military during their deployment
in Timor-Leste. They were taken to Indonesia when an Indonesian
military unit was deployed to other posts or other places in Indonesia.
WHEREAS in the dark

WHEREAS the ICRC report stated that there are 2,500 victims of enforced
disappearance. The disappearances of the high number of civilians who

and the Indonesian military massive operations in 1999. Recently the
families of the victims reported their case to the ICRC.
WHEREAS civilian families escaped and were separated from their families
to save their lives from the attacks of the Indonesian military during
the conflict.
WHEREAS, during the conflict, persons were arrested and never returned
or appeared again.
WHEREAS, the Fretilin (Pro-Independent Political Party) and
members of FALINTIL (East Timorese Pro-independent Armed Force)
were killed during the conflict and many of them disappeared.
WHEREAS, individuals were captured and taken to prison, police and
military offices and detention centers and never found.
WHEREAS, the conflict was characterized by massacres which killed and
affected
many people. As a
consequence, many people disappeared, buried en masse in one hole
or their bodies were thrown in different places in various cruel ways.
It is therefore, resolved as it is
hereby resolved that:
1.
We urge Timorese government to sign and ratify UN Convention for the
Protection of All Persons from Enforced Disappearance;
2.
We urge the Timorese government to immediately establish the Commission
on Disappearance;
3.
We resolve to lobby for the establishment of an international tribunal
on crimes against humanity;
4.
We urge the Timorese government to respond to the request for the visit
of United Nations Working Group on Enforced or Involuntary
Disappearances (UNWGEID);
5.
We urge the Timorese government to implement the recommendations of
Commission for Reception, Truth and Reconciliation (CAVR);
It is resolved as it is hereby
resolved that:
1.
AFAD takes an active role in putting a pressure to Timorese government
to support the call for the establishment of International Tribunal
2.
HAK, IKOHI
and KontraS, in cooperation with AFAD work together in lobbying
and campaigning to both governments of Indonesia and Timor Leste to
implement the recommendations of CTF.
