RESOLUTION NO. 2000-3
SUPPORTING THE ESTABLISHMENT
OF THE INTERNATIONAL CRIMINAL COURT
WHEREAS, despite obligations of many Asian States under international law to prosecute those responsible for the crime of involuntary disappearance and other human rights violations, many of the perpetrators remain free and in positions of power until today;
WHEREAS, we believe that each one of us, particularly government and civil society, has the obligation to search for the truth, end impunity, and eliminate the culture of violence and fear;
WHEREAS, we recognize the importance of the International Criminal Court in the struggle for international human rights and humanitarian law, as a forum for prosecuting individuals who commit the crimes of genocide, crimes against humanity, war crimes and aggression;
NOW THEREFORE, we, the participants of the Conference of Asian and Latin American Lawyers on Involuntary Disappearance sponsored by the Asian Federation Against Involuntary Disappearances, resolve that:
1. We shall urge all Asian governments to sign and ratify the Rome Statute Establishing the International Criminal Court;
2. We resolve further that we commit ourselves to the following:
a) conduct an information campaign among people to raise awareness on the International Criminal Court;
b) organize a coalition for the Establishment of the International Criminal Court among human rights and peace organizations;
c) lobby our respective governments to sign and ratify the Rome Statute; and
d) work with other peoples organizations in Asia and other regions working or campaigning for the Establishment of the International Criminal Court.
